Manager, Roads & Infrastructure

With infrastructure in Canada surging forward, our client is on the leading edge of this growth.  They have created the new role of Manager, Roads & Infrastructure, reporting to the Senior Director Roads & Infrastructure. This role, working in tandem with the Director will provide technical support and assistance for the Division’s projects with regard to Operations & Maintenance programming, asset management, preventative maintenance, rehabilitation and/or reconstruction requirements of roads and bridge infrastructure. This role is more than engineering support; it is about building the infrastructure business. As such, the role will be deeply involved in the development of proposals and bids concerning infrastructure projects and their life cycle costs, in accordance with Provincial, Federal, or client OMR standards and contractual requirements. The position is based in Toronto with travel requirements. The ideal candidate would be eligible for relocation if not in the GTA.

 

Key Responsibilities:

 

·         Provides leadership, management and engineering/technical guidance to staff and subsidiary organizations. Areas of concentration will include asset management, lifecycle planning, preventive maintenance, and rehabilitation or reconstruction requirements.

 

·         Leads, and/or assists with, the preparation of proposals concerning responses to RFQ’s, RFP’s, and other technical and budgetary submissions concerning asset management, and the long term rehabilitation or reconstruction of transportation infrastructure and related facilities.

 

·         Develops and maintains Rehabilitation Plans and Lifecycle Preventative Maintenance Programs in cooperation and consultation with project specific staff. 

 

·         Prepares management reports detailing budgetary and technical requirements, alternatives, cost assessments, recommendations, and accomplishments of specific highway rehabilitation programs.

 

·         Reviews and approves annual and/or multi-year rehabilitation budgets/plans to minimize overall costs and maximize company’s profit relative to specific project payment schedules.

 

·         Manages, oversees, and/or coordinates major Rehabilitation Projects, as required.

 

·         Maintains working relationships and routine liaison with Provincial/Federal transportation agencies, authorities, municipalities and/or related organizations impacting operation and maintenance of transportation infrastructure facilities and lands.

 

·         Provides strategic input in to long-term plans and objectives for the OMR projects and ensure on-going program delivery compliance.

 

 Experience and Qualifications:

 

The ideal candidate will have a strong background and successful track record in large infrastructure build projects (roads, bridges) or other civil engineering type projects, where their engineering strength and business acumen combine to bring considerable leadership to this business line. S/he will likely come from an infrastructure construction or service company, or from a civil engineering consulting organization involved in large infrastructure build projects (highways/bridges). In a growing business, s/he must be versatile, moving from the tactical to strategic elements of the role. The candidate must exhibit strong analytical skills while at the same time have the business acumen to sort out issues and problems. S/he will be highly client focused and be able to work in a role that is not always clearly defined. S/he will also be a strong relationship builder both internally, within other business units of client and with client organizations. The preference is for someone who has a minimum of five years experience, is a Professional Engineer (Civil) and is highly familiar with highway/bridge rehabilitation.

 

·         A University degree in Civil Engineering is highly recommended. An MBA would be an asset. Candidates with a Civil Engineering Technology Diploma may be considered with suitable experience.

·         Professional expertise has been gained with an infrastructure build organization, government transportation department or from a consulting environment.

·         Working knowledge of provincial highway policies/procedures in operations and maintenance of major highways.

·         Proven expertise in the rehabilitation of highway infrastructure.

·         Excellent communication skills both written and verbal.

·         Strong decision making capability and problem solving skills. Creative.

·         An ability to influence situations and make solid recommendations to move issues forward.

·         Is able to multi-task and work in an environment that is not always clearly defined. Strong organizational and planning skills would enable the candidate to complete tasks on–time or ahead of schedule.

·         Works well under tight business timeframes that are required in response to RFP’s.

·         Familiar with various transportation software and asset management systems.
